Salary Grade:  N08        From:  $97,186.00  To:  $121,483

This is a temporary assignment for up to 12 months in duration. 

Open to the London and Toronto office locations. 

Job Summary :
 
Lead, manage and mentor a team responsible for the planning, development, and delivery of provider payment billing, payment and rules solutions.  Assist in the strategic planning and solutioning of program development specific to provider payment, ensuring program deliverables are optimizing Business Rules Team capabilities.  Support the Business Rules Team in delivering high quality products and enhancing stakeholder experience.
 
Work with internal staff and external service providers to deliver services that meet customer expectations. Participate as a member of the management team in planning activities undertaken by the Branch, and work collaboratively across the Cluster to achieve business outcomes.
 
Plan, coordinate, and manage all activities related to solution delivery, including requirements gathering, solution design, development, implementation and continuous improvement of applications\products as part of the standards services provided to the various Client business areas.
 
Develop and maintain effective channels communication and relationships with stakeholders.
 
Major Responsibilities:
 
Plan, manage and coordinate the activities of Business Rules Team for assigned portfolio which includes annual planning of projects, initiatives and priorities, managing capacity, identifying resource requirements, allocating work, recruiting, on-boarding, establishing performance objectives, managing performance, coaching, conducting performance reviews, and providing technical expertise, guidance and feedback to staff. This includes:
  • Designing, developing  and deploying test documentation to support end to end business rule development and minor product enhancement and fixes;
  • Planning and managing documentation including process documents and analytic reporting,;
  • Providing technical leadership to the team of Business Rules Specialists and Business Rules Analysts working on development project teams;
  • Providing subject matter expert advice and information for RFPs and participate in contract deployment;
  • Managing staff resources including recruiting, orienting, training and development, setting objectives, assessing and managing employee performance, coaching and counselling;
  • Assessing and managing internal and external dependencies, risks, issues and blockers;
  • Participating as a member of the Branch’s management team in the development of branch goals and objectives in support of the divisional and corporate goals and objectives.
Managing and providing expertise to design, develop and deploy existing and new payment rules (for example, Smart Advisor and Capstone Rules, or for any future payment systems);
 
Directly work with divisional and cluster contracted and non-contracted program areas (vendor management, program development, health care payment, health care quality etc.) to develop (where applicable, adjust) and maintain the integrity of critical payment billing/service codes, the related design and implementation of business rules  for new and existing contracts and programs.
  • Lead all activities including requirements gathering, solution design, development, implementation and continuous improvement of applications\products provided to the various Client business areas.
  • Support the identification of business requirements, the delivery of improvements and functionalities that add business value to the payment system (and maintain effectiveness of services)
  • Facilitating meetings with service provider(s) in the event of issues that involve non-WSIB resources. Gather WSIB resources as needed to plan, review and brainstorm throughout the problem investigation and resolution period;
Improve the level of service to clients, to facilitate straight through processing and to achieve business outcomes;
 
Act as a liaison to inform and educate divisional management and staff on payment system rules, best practices, identifying opportunities for improvement and new approaches to business rule functionality and user experience challenges.
 
Ensure risk management, quality management; proactive and collaborative engagement with business stakeholders.  This includes work with Client Engagement leads, RTW, Health Services, OD, and other internal and external providers and partners,

Job Requirements:
 
1. Education requirements:
 
Minimum Level Required
  • University completion at the undergraduate level with a specialty focus and/or designation/certification, or equivalent skill level.
Preferred Level
  • Preferred Degree and Designation/Certification:   Mathematics, statistics, computer science, business administration, engineering, information management or science
2. Experience:
 
Minimum Level Required
  • Seven years minimum experience in healthcare, software development or project management
Preferred Level
  • Ten years minimum experience in healthcare, software development or project management
